The RIV policy ensures that vehicles that come from outside Canada meet Canadian Safety Standards prior to being registered in Canada.
Some items (e.g., firearms, certain plants, specified food products) cannot be imported into Canada, and if the appropriate customs forms are not submitted, the customs officer can hold your entire shipment.
